Oooo, you have some awesome Hammer theories :) I can't wait for your fanfic100 fics - I love seeing a different side to characters that you don't see in canon. Never thought about the government creating him, but it definitely sounds plausible. I love the idea of him knowing he's supposed to do good but not really sure how or why.
